Dubai strategy

With everyone wanting a piece of the outsourcing pie, Dubai provides an interesting twist. Now, I realise how they used a similar strategy to get ICC (International Cricket Council) to relocate their HQ from London! This is a good example of the Tamil colloquial term "sandhula sindhu paadaradhu" ("make hay with others' grass while the sun shines"?). What next -- any ideas?
